TRC Meeting report 9th Sept 2025
16th September 2025

Here is an overview of outcomes from the Ordinary Meeting of Tamworth Regional Council 9 September, 2025:
- To improve safety for road users and pedestrians, Councillors supported a number of road safety upgrades recommended by the Tamworth Regional Local Traffic Committee including road markings, signage and turning arrows on Wallamore Road, and the installation of Give Way signs at Bungendore Spur Road at Watsons Creek. Councillors also approved the installation of pedestrian access infrastructure including raised crossings, fencing, shared paths throughout Hillvue which has been funded through the Australian and NSW Government’s 2023/24-2025-26 Road Safety Program.
- Following recent changes in NSW Legislation which now permits Council to consider the burial of animals (pets) in Council cemeteries, Council staff will be preparing a draft policy for consideration by Council and the community. Council has sought clarity and guidance from the regulator around which animals would be allowed, health and safety considerations for staff, and how animal burials would be recorded.
- Councillors tonight reviewed Council’s achievements from the past six months, as outlined in Our Progress Report January-June 2025. The report details progress against 235 actions and is the final progress report of Our Delivery Plan 2023-2025 and Our Annual Plan and Budget 2024/2025. At the conclusion of the reporting period, 85% of the recorded actions were reported as Achieved or On Track, 14% were identified as Monitor and 1% as Discontinued. The report will be uploaded to Council’s website.
- The Tamworth Regional Development Control Plan 2010 (TRDCP) provides practical guidance for development across the region and is reviewed regularly to ensure it continues to align with Council’s planning objectives and community expectations. In May this year, Heritage Conservation Areas (HCA) were gazetted through Amendment No. 27 to the Tamworth Regional Local Environmental Plan 2010 (TRLEP). As a result, it was important to update the heritage controls for East and West Tamworth through Amendment No. 18 to the TRDCP, to reflect the new HCAs and maintain consistency across both planning documents. Following minimal feedback during the public exhibition period, Councillors adopted the Amendment at tonight’s meeting.
- Councillors unanimously agreed to authorise $51,775.00 in funding from the Tamworth Regional Council Heritage Assistance Grant 2025/2026. Applications were invited from Friday 30 May until Friday 11 July 2025 and were promoted across print, digital and social platforms. A total of 12 applications were received this year, and included a range of residential and commercial projects in Tamworth, Barraba, Manilla, Bendemeer and Bowling Alley Point. Projects included roofing repairs and replacement, painting of external timberwork, establishing appropriate heritage front fencing, and necessary maintenance and renovation of timber or original brickwork that had deteriorated over time.
